Il primo no all'intervento di Staderini era arrivato già dal ministero del Tesoro.

Explanation:
A worker pays social security contributions (as in INPS) to gain the right to a pension. So previdenza is a coin with two sides here pension vs social security. However, in the context given here this is "previdenza supplementare" which can only be "supplementary pensions"
