Ok, the key point is this (as I see it): when several offers are equally attractive (a tie situation), small businesses may use the fact that they are in "labor surplus area" to their advantage, to win the bid, but only under certain conditions(50% stuff)

So, maybe it can be rephrased as "more than 50% of contract price go towards manufacturing or production costs (as opposed to labor costs) in the labor surplus areas identified by an offeror (a pretty common word in contracts, by the way).

Here's a better definition: "A civil jurisdiction classified as a labor surplus area when its average unemployment rate is at least 20 percent above the average unemployment for all states (plus the District of Columbia and Puerto Rico)"

издержки на производство

Ничего плохого в районах таких нет, просто толпа рабочего люда, потребует зарплаты. Я так это понимаю.

Вообще странное, например слово "offeror"
