Thanks Thank you for all your suggestions. I was lucky to find the actual translation used by the company (and perhaps in ISO documents in general): steering group. If you wish, feel free to add this to your glossary.

In all detailed descriptions of the Entscheiderkreis for German companies and organizations that I could find, this committee was made up of the upper management plus perhaps the president of the board. Based on this, I have decided to use "executive committee."
