: Pre-project is fine: see http://www.oakton.com.au/process/pre-project.htm - However, I do not agree with "provincial municipality". I prefer "the county administration".

Depend on context both of these solutions can be used. since nothing is said about what the "for-prosjekt" actually has done (but it certainly doesn't have anything to do with building structures- if I know regional authorities and their economic opportunities right)
Within the EU, feasibility study is the predominant term when talking about a project phase where you look into the possibilities of doing a full project.
I have worked 3 years as a project manager on social and research projects, and realize that all this talk of "projects" is confusing to most outsiders.
Lots of google hits on both, but beware that a lot of the hits on preliminary project actually refer not to a preliminary project, but to "preliminary project funding" "preliminary project analysis" etc.

nope, means something quite different! (experimental study) A pilot study is often preceded by a feasibility study
