I think the kanji for kisei should be "規制" not "規正".

1983（昭和58）年4月28日成立、同年5月13日公布、同年11月1日に施行された法律。その骨子は、1.貸金業を行う者は事前に登録することを義務付け（登録制）、2.契約書、領収書の発行、取り立て行為の規制など各種業務内容についての規制、3.貸金業の団体に関する規定（各都道府県に貸金業協会を設立）、4.大蔵省に監督、立入検査、業務停止命令、登録資格の取消しなどの権限を与えた、5.みなし弁済規定（債務者が利率として任意に支払った場合のみなし弁済）、などである。この法律と同時に改正された「出資法」と合わせて、「貸金業規制二法」と呼ばれる。

: As Shimpeis pointed out it is 貸金業規制法. As name implies these are not formal lenders, therefore the word "institution" inappropriate. I'm also with enshrine.
