"Controlo" appears in the bottom right-hand corner, followed by some sort of ID number. The date of issue appears in the bottom left-hand corner. I hope this is enough context.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Furthermore, if the number is very tiny, then the word 'controlo' could merely be referring to the number of the form, since government certificates all come with a standard type of form.
