Немного подумав, хочу уточнить свое предложение. Правильнее будет, как предложил(а) Clue, т.е., "правонарушения, требующие/не требующие наличия ордера на арест при избрании меры пресечения". А покороче - если предпослать краткое пояснение, то можно что-то типа как Катя предлагает.
