He usado lo de Cirujano Jefe o incluso Comandante porque la posición es una posición máxima en el país; obviamente la misma agencia lo ha traducido a Cirujano General, como indica el enlace de Taña. Repito que si se tratara de la Dirección General de Salud Pública, el término a traducir sería 'Office of the Surgeon General."

Cambio entonces mi traducción a Cirujano General (aunque sigo pensando que queda más claro poner Cirujano Jefe o algo por el estilo.

Este no es un puesto como otro cualquiera, y en los EEUU no hay 'ministerios.' Además, hay un departamento de sanidad o salud pública con su propio secretario: U.S. Department of Health. Esta es una posición distinta; el Cirujano en Jefe es el portavoz de la salud en los EEUU; por ejemplo, en las cajetillas de cigarro hay un anuncio que dice: The Surgeon General says that smoking causes lung cancer, o algo por el estilo. No puedes equiparar un cargo del extranjero con este cargo en particular.
