This is a specific doucment called "Appel des 103" in the media (I'm not sure of its formal name), that goes back a few years. It is basically a series of recommendations to set up safeguards that would better separate the executive branch of French government from the judiciary.
I'd strip the capitals off it but keep the "the" at all costs. Maybe a colleague remembers more details of this document.
