We lack context here, but bear in mind that one GENERIC (not technical) sense of "escompté" is "expected", quite simply, and so it could be that these "bank guarantees are expected to be provided shortly". It's a good idea sometimes NOT to look first for the technical meaning of a word.
(e.g. the expected outputs of the projet is "les produits escomptés du projet")

You're right on this one, it was just another meaning of the word, took "as is" from the dictionnary without too much thinking, but seeming to belong to the same "area". The only possibility is "discounted". Thank you!

But those guarantees turned out to be fakes and the money vanished.
I now tend to agree with the "expected" translation given by Francis.
