Es lebe ...

I have two questions respecting the following sentence from a German Supreme Court Decision. (1) The idiom "Es lebe..."; (2) I cannot find the verbal component to the first entweder/oder clause:

"**Es lebe** dann aber entweder **der urprüngliche Anspruch auf Abgabe der Erklärung wieder auf** oder der Schuldner komme seiner Verpflichtung zur eidesstattlichen Versicherung dadurch nach, daß er die richtigen Auskünfte erteile und diese eidesstattlich versichere."
