the "halo" (of unemployment)
I think that it should be kept just the way it is...it has the same meaning as "aura" or even "orbit". The person is within that sphere of influence or "halo" of being unemployed.

: Yes it should remain as "halo" - these people fall outwith the ILO definition of unemployment but yet are still without work. You get a few relevant Google hits for the term when you search with ILO

: the first thing i thought of when i read "halo" was a value-judgement about unemployed people. Having said that, the term evokes this response in French as well as English so it doesn't mean it's wrong!

Similar to scope but less specific. I think something a bit hazy is necessary here as it's talking about something that falls outside of the standard ILO definition. "Realm" isn't quite what i'm looking for but something along those lines.
