A cinematic chain is formed when the floor is loaded to its yield moment both at the supports and in the middle of the floor span. Then the floor cannot support any more load (the ultimate state).

A "catena cinematica" is when, in a beam-and-slab viaduct, you have a continuous top slab over the piers, in order to avoid expansion joints on each pier and to concentrate longitudinal deck deformations in one single point, generally in the mid-span area or at one of the abutments.
I don't think there is a specific word for this in english: on one website it is translated as "BRIDGE DECK LINK SYSTEM", on another one as "Kinematic Chain System".
The manual of bridge engineering (Chapter 5.7.4 and figure 5.34) explains this:

You could just translate it as "the top slab will be made continuous over the piers".
