agree hhyin09 : i think this is the best translation. 板塊移動 here does not merely mean there's a large change in public opinion. it also describes a change of power balance of political factions. ("倒戈支持") i think the term "sectoral shift" captures this meaning well.

agree Francis Fine : Yes, "sectoral" reads much better. The only drawback is: it is difficult for back-translation until it becomes universally accepted and used. Henry also makes a good point.

movement of a plate or plates

It is a technical, geological term, but borrowed here (very frequently in Chinese media) for reporting on political and similar developments.
The "Collins Cobuild English Dictionary" says under "Plate" :
In geology a plate is a large piece of the earth's surface, perhaps as large as a continent, which moves very slowly.
Example sentence:

The United States Geological Survey has revealed that the earthquake was not

caused by a simple horizontal movement of one plate past another.

lance's right to say that 板塊移動 is a geological term, but I think translating it literally is inappropriate in the context.

My suggestions are for reference only. I'm sure there are other ways to express the same meaning.
