In this context, 寿命should be life span. 短縮means shortened, not short. I think in this sentence, 指摘 is revealing findings and therefore think 'suggest' is an equivalent term in this instance.

Based on Google searches, short life-time may focus on (1) the chip life time or (2) the non-volatile memory life time. In the latter situation, the memory may be stored too shortly than being expectedeneral: not the chip life time. In the former situation, durability of this new chip is too poor.
