This REALLY depends on the material in question! Since all materials have been plastics so far, I would guess we're talking linoleum flooring or wall to wall carpet, both which can be laid in tiles or rolled out in sheets.

I googled "Plattenware ohne Träger" and found
DIN 16951 PVC-Beläge ohne Träger
The title in English is: Floor coverings; polyvinyl chloride (PVC) flooring without backing, requirements, test methods
....thus, "Lay covering as sheets, without backing" is how I understand this. Without further context, cannot say that this is in fact carpet - I would think it is PVC.
