is not echoed - нет эха, то есть нет ответа на запрос - сравните с ping request в компютерном нетворке.
The echo request is an ICMP message whose data is expected to be received back in an echo reply ("ping"). The host must respond to all echo requests with an echo reply containing the exact data received in the request message.
If outputting is active, this command is not echoed. То есть, если "command S" не выполнена и "Continuous Output is still active", ответа о выполнении команды не поступает - "command is not echoed".

Explanation:
Если данные выводятся на экран, то окманда на экран не выводится - в потоке данных ее все равно будет трудно найти.

Я бы сказал, что это вопрос больше по софту, чем по технике.
