It's the only alternative I've found to the literal meaning of "muda" as "silent", which would here presumably imply just getting on with the job unnoticed. I can see that might be the sense of "manos mudas", "silent workers", though I'm puzzled to find no other examples of the phrase in this sense, but I do find the idea of "sucursales mudas" in this sense, rather odd. Anyway, "muda" is a Japanese word apparently meaning "waste", which has entered Western management-speak. It's a noun, but I'm suggesting it's being used adjectively here. This is sticking my neck out a bit because I haven't got other examples of that usage to show, but in principle it seems to me a possibility.
