surplus / unproductive branches / workers Explanation: I've hesitated before suggesting this, because I'm by no means fully confident it's the answer, but it might be. It's the only alternative I've found to the literal meaning of "muda" as "silent", which would here presumably imply just getting on with the job unnoticed. I can see that might be the sense of "manos mudas", "silent workers", though I'm puzzled to find no other examples of the phrase in this sense, but I do find the idea of "sucursales mudas" in this sense, rather odd. Anyway, "muda" is a Japanese word apparently meaning "waste", which has entered Western management-speak. It's a noun, but I'm suggesting it's being used adjectively here. This is sticking my neck out a bit because I haven't got other examples of that usage to show, but in principle it seems to me a possibility.
