Estoy traduciendo un artículo sobre Derecho Administrativo.
Hay una frase que no logro entender y prefiero consultar a mis colegas antes de molestar al cliente.
No logro entender qué quiere decir el escritor con "and in the end being rather futile as simplification
and reform goes". Les dejo un poco de contexto. Gracias de antemano.
