Duelo (in this context).

I am translating an insurance contract for a company that provides on and offshore drilling services. The document is from Mexico. The following sentence appears:

La remoción, clasificación, riesgo de transporte y almacenamiento temporal o de emergencia en celdas de material impermeable de duelo, vegetación o agua para su posterior tratamiento o transporte.

What is "duelo" in this context? What would be the best way to render this word for a target audience in the USA?

Soil. Though I have no idea what "impermeable de suelo, vegetación o agua" means.

Well, I guess it means that things like soil and weeds can't get in, but we wouldn't say that in English.
