You need to provide or obtain more context. There are generally considered to be four STAGES of maturity in the high tech market, for instance, but a market can also reach a PLATEAU on the way to maturity, and this is known as a plateau phase or stage. It is impossible to say which use of "palier" is meant from the context provided.
