the sentence after my initial sentence above is: the tax "est donc déjà acquittée sur ces produits-là par les fournisseurs". So I understand that the tax has already been paid by the suppliers. But not sure for the phrase posted. Thanks

Or "with (the) duty paid". As you say, it means that by the time the product is obtained from the French supplier, the customs duty has already been paid.
