From my research Delta-MS drain is the brand name for a drainage membrane made by Dorken.

As for your bande soline, I think it is simply a synonym de "bande de solin". In my mind it is not tape but a metal profile that helps keep the rain from infiltrating into the building (in your case at the base, cavity wall, of the building).
Definition of "bande de solin": Par définition, les bandes de solin sont minces, continues et imperméables, destinées à empêcher l’eau et l’air de s’infiltrer dans l'enveloppe des bâtiments. En scellant les jointures et les ouvertures avec ce type de matériau, les constructeurs assurent une étanchéité totale contre l’eau et l’air. En découlent une réduction des coûts sur la climatisation et le chauffage, mais également une nette amélioration de la qualité de l'air intérieur. DicoBat gives "counterflashing" as a translation for "bande de solin". But I think that for cavity walls rather than roofs as is your case, "flashing" or "cavity flashing" would be more suitable.
