I just can't think of this term in English - is it simply 'under state secrecy' or 'under state secret'? They don't feel quite right to me.
Any better offers?

I still think the most obvious translation 'under state secrecy' is not quite right as a quick trawl through Google shows just about no hits for this exact collocation."
