This reservation could not be cancelled, either because you cannot cancel reservations later than 24 hours before the day you are due to arrive or because it had already been cancelled.
How one can rephrase this part "later than 24 hours before the day you are due to arrive." Thanks

within 24 hours of the time of arrival
I expect that's what is meant.
However, it's possible that are due to arrive at 1800 on Tuesday, and the above means you can't cancel later than Sunday at 2359. In that case, "within 24 hours of the day you are due to arrive" would probably be best.

Instead of telling them what they can't do, tell them what they can do:
You must cancel reservations at least 24 hours from your planned arrival date.
