* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

: E.g. here: http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:C:2... (gedoogbeleid = permissive attitude). The situation seems to be that since the ban was overturned, there was de facto permission to make noise.
