This adeverb is sometimes confusing to me. For instnce, in the following sentence, i'm not sure if "dramatically" means "in terms of drama; plot, action..and so" or it's simply a degree adverb (so that it could be substituted with "very much"; extremely...). In today's media we're used to such expressions like "The Air forces shot the city dramatically".

The example you provide ("The air forces..") is a bit unusual and unrepresentative.
Webster's Online Dictionary gives the following definitions:
1. In an very impressive manner; "your performance will improve dramatically".
2. In a dramatic manner; "he confessed dramatically".
3. With respect to dramatic value; "the play was dramatically interesting, but the direction was bad".
For the sentence you provided, I would rule out options 2 and 3. That leaves option 1, which means something like مثير or مفاجئ, although that is usually used in conjunction with verbs like "change, improve, rise, fall, increase, drop" etc.

Now that you\'ve added the sentence - I would translate \"dramatically\" here as جذرياً:
مختلفة جذرياً عن - تختلف بشكل جذري عن

Shots taken under vrious cloud conditions look dramatically different because the lighting ratio and exposure change from shot to shot.
