More context needed

Like what the document is about, and possibly what comes before and after it.

The problem:
"Catch-all", as a noun, means "something that hold odds and ends". As an adjective, it means "that can be used for anything" (a bit like a skeleton key can open any door).

"Collusion" necessarily implies conspiracy to commit an illegal act.

I can see something like "catch-all legislation concerning collusion" making sense, but not in the phrase presented *as it is*.

definition from the Oxford/Hachette dictionary, for "catch-all" in a legal context. It seems to be used as a "security blanket" where unforeseen legal consequences will be covered by this particular clause (if we're talking about a clause, here).
