In this context, "operator" does not mean someone who runs some piece of equipment ("operador" or "trabalhador") but it has a more figurative meaning which, although started in espionage, quickly spilled over to politics and other shady activities. For instance the widely used idiom "smooth operator" indicates someone who greases the wheels (figuratively) and makes things happen without causing a lot of disturbance, often undetected behind the scenes. The idiom "independent operator", in turn, indicates someone who acts (operates) on his own, that is, "por conta própria".
