Si tu documento es sobre un curso de posgrado, quizá en el mismo texto, en una sección previa, estén las pistas necesarias para saber a qué se refiere esta expresión.
Me parece que tiene más relación con "pasos clave" en el desarrollo de una campaña, que con las características específicas de un anuncio escrito.
Es posible que dentro de las posibles estrategias comunicacionales a seguir haya secuencias de 3, de 5 y de 7 pasos.
También es posible que sea una referencia metafórica a otro tipo de proceso y que quiera decir, simplemente, "etapas cruciales" o "etapas clave" (quizá la expresión "3-5-7 steps" podría tener algún significado especial para los organizadores o para los destinatarios del curso).
