I think it was translated as 'carpa' although the literal translation is 'cupula', but can't find the answer to give you a link, maybe it wasn't included in the glossaries. It is definitely talking about the Millennium Dome (I live in the UK) and all the controversy it caused as it was builg with tax-payers money and it was seen as a waste; to date they were right, it's been virtually empty and unused for the past 4 years, so the return on all that money hasn't yet materialized but it seems that they are on the verge of signing some sort of agreement about future use, there is still hope!
