In Port Oorosba, we can observe wind gusts of greater than 50 km/h. Although these events would ///average 0,6/year/// in the North of the archipelago and ///5,3/year/// in the capital city and would be foreseeable, they are very sudden and so are a hazard to navigation. Because of their frequency they should be considered as a risk for the port facilities.
Can't figure out if this relates to days, percentages in which case the 5.3 does not make sens, or what else it could be.
All I know for sure is that these wind guts are frequent.

The wind is recorded (logged) any where between 2 times a day and 96 times a day. Out of these logged periods, the wind gusted at 50kl/h (I don't know why they used kl/h in an official reading, as wind is measured in knots) during 0.6% of the total Logged times in the north and in the capital city there were 50kl/h recordings for 5.3% of the total recordings for the 12 month (year) period.
Having these high winds for this amount of time is considered hazardous to shipping.
I am sure it is just a use of a , instead of a . as they put it 0,6 indicating not a whole percentage point.
They would work in, percentages over time, to access the safety to shipping. and percentage of would be more reliable as there appears to be too many variations in the amount of logging carried out throughout the world. (2 to 96)

If "," is used instead of ".", it would mean 600 times a year and 5,300 times a year.
In any case whether a percentage or a mean frequency, the scale must be identical to make sense.
