Do they both mean to put a law into force? if so , do they differ in collocations? if so , give me an example

ESTABLISH means - to provide/make legal provision/legislate
ENFORCE means - to implement / ensure compliance with, a legal provision, order, decision, judgment.
Note from asker:
I do not have specific context , I'm studying translation of law text where I have seen those words so frequently but I can't remember where I have seen them exactly. I think I found out the difference Let me explain by an example: "The parties must observe with the provisions which have been established in the instrument , in case of any noncompliance with them on behalf of one party, the other party can refer to the court and enforce the judgment of the court." The above-sentence may lack some of cohesion and coherence devices but I think it shows what I have got from your comment

estabish =set up, enforce=ensure compliance

it woud be easier to give you pertinent examples if you gave context
