Without more "padding" on either side of your extract, then I am not sure but if you suspect that smuggling is the true context, then you must at least be talking generally about the illicit importation of goods which have not been declared to the appropriate authorities.
"importation, importing" are the nouns used to describe the action of bringing in. I like the previous suggestion of bringing in. "import" is used to describe licences, permits, trade, surcharge, whatever and is of course the verb.
However, just an inkling, that as the original has not opted for a word based on "import", then it might be meaning "introduction" into the coutnry, onto the market more precisely. For this reason, without more context, "bringing in" might be a safe choice as it covers both.
