So, maybe "informatique d'exploitation" is short for "programme informatique d'exploitation des données".
So, "the data processing software is the property of XXX". I think "da" should be "sa". Literally, "XXX's data processing software is his/her property", but I think the previous wording is better.

: False friend alert! "Propriété" = property in English, not propriety, which means something like "bienséance" or "justesse". Also, "operation data processing" sounds un-English. I think it may be "data processing software" here.
