heures de régie = paid an hourly rate (not a flat one)
déplacement = relocation
donner lieu à = give rise to (lead to)
I wouldn't keep the same French word order. I word it completely different in English.
I guess that only a flat-out rate can be charged here. But there cannot be any additional charge for this service nor can they pay on a per-hour basis.
