In a document on French social security provisions, the section on unemployment insurance includes a table which has entries both for "allocation minimale" (25.01 E) and "allocation plancher" (17.92 E). So in fact, it seems the "minimum allowance" is not the lowest allowance. Does anyone have any ideas as to how best to translate these two terms? TIA.

There is indeed a difference between "allocation minimale" and "allocation plancher".
An "allocation plancher" means that the limit imposed after future reduction adjustments have been exhausted.
For example: I earned $400/week and I receive 75% of my weekly wages according to the unemployment benefit scheme , which amounts to $300/week. However, every six months after receiving my initial allowance at 75% of income, the allowance rate is adjusted downwards 2%. If I should fail to find work after two years, I'd would only be receiving 69% of my original income. Thus, another limit was put in place to prevent further reduction adjustments. This is known as an "allocation plancher" (the least possible that can be received according to income level)
By the way, each income level has a corresponding "allocation plancher" in addition to its "allocation minimale"
