: Too general -- doesn't specify what is being accrued. If you know these are 'duties' *payable in the future*, call them 'accrued duties'. Otherwise, 'constatés' merely means 'recognised' (in the accounts).

Madeleine's ref is referring to accrual basis of accounting as opposed to cash basis, which was so far the rule for public bodies.
