I don't think this is about 'self-actualization' but either that there is a risk when an entity performing stress tests on itself, or there is a risk of the results being self-fulfilling in terms of their effect on the market.

Here's more before and after: "Nous sommes très réservés sur la publication des résultats des stress tests globaux. Nous pensons qu’il appartient à chaque banque de communiquer, si elle le souhaite, sur les résultats de ses propres stress tests. Il existe un risque très important d’auto-réalisation des résultats des stress tests notamment lorsqu’on essaye de faire des stress test sur la liquidité. Les réactions du marché sont immédiates et brutales. Elles nous conduisent à déconseiller la publication des résultats de tels stress tests même accompagnés de mises en garde."

Resolution authorities are, in basic terms, entities that can take failing banks apart ('orderly liquidation') before the banks take everyone else down with them. (See http://www.businessweek.com/bwdaily/dnflash/content/mar2009/... for a better explanation.)
