NOTE-Now that I think about it, perhaps for legal language, \"shall contend with\" would be more appropriate (the idea of being faced with and needs to deal with is implicit in \"to contend with\")

The principle is that there is NO implication of "liability".
In less formal terms, X will "sort the issue out on his own". However, whether X deals with it properly or not is mostly irrelevant - the only thing that really matters is that the other party doesn't need to worry about it.
That's why I use "personal responsibility" - the aim of my translation is to clarify that the consequences of whatever X does is his own personal problem.
