very confused about forthwith - can't see how it fits next to 'rediger'.

agree with Connor that 'forthwith' doesn't fit here at all: the context may be legal/official but the language is everyday ('nous avons donné...' etc). Moreover, while it generally means 'immediately/without delay' or similar, the background implication of the phrase is dropping other business/activities in favour of, or giving priority to, something else, which I think is relevant here.
