I can't quite get at the meaning of "appréciation" here. Can anyone help? In the following:

The idea is "as they see fit" or "if they judge it appropriate"
It's really talking about the company's assessment of its needs/requirements (the 'en'), so it's trying to say: "according to its needs, and its assessment of them", though that makes it clumsy in EN.

: I agree with your interpretation of the phrase in general, but I think"appréciation" here means "evaluation", i.e., ...their requirements and their evaluation of the same".

i think they were thinking of the benefits that could result to XYZ if it does move, like moving to a tax-free area or where they could pay lower salaries and find cheaper labor. <<en>> in the stattement comes from the change itself.
