Although the sense of 'Ruhe' will be lost, I think this is the correct meaning, see http://de.wikipedia.org/wiki/Ruhefrist.

It also seems that 're-use' of graves is the correct term - see links below.

(statutory) period of use

People acquire a right of burial/right of use for a certain amount of time, so period of use might transport the intended meaning.
Example sentence:

How much does the council charge for an adult burial, to include an exclusive right of burial, for the minimum period of use, in a standard lawn grave, and including any interment fee?
