Subject is a Works Council Agreement on Flexitime.
"Tägliche Minusstunden (Kompensation von geleisteten Mehrarbeitsstunden bzw. Aufbau von ***Arbeitszeitschulden***)", e. g. if an individual is working 6 hours a day while the regular working time is 8 hours a day and there is no accumulated overtime to compensate for.

Another option is to stick with the accounting metaphor and talk about accumulating debits and credits.

pay-back/owed hours

Reconciliation hours/shifts.
Hours, over and above those shown on the basic shift rota that the employee may, but not necessarily will, be required to work.
