A "Regelzählung" is a count of something that follows particular rules. The same is true for a "regular count" in English. The web references below contain examples for the use of both terms (German and English) for the count of traffic.

Something went wrong with the copy and paste plus I may have hit enter by accident. The second example sentence was meant to be:
"It is suggested that the City develop a regular count program for the intersections of the city."
And another one:
"After two years of a slight decline, bicyclist traffic in Minneapolis is up to its highest levels since regular counts began in 2007."
