Je höher die regionale Arbeitslosenquote, (desto geringer die Erfolgswahr-scheinlichkeit, dass sich eine Ausbildungsinvestition auszahlt, desto geringer die Bereitschaft, kostenintensive Bildungsinvestitionen zu tätigen,) desto niedriger die vocational educational aspirations.

"Expected probability" seems to beg the question of what the Handlungsalternartive will do, but then again, the German seems to leave this vague as well. Or am I missing something?

This is a tautology, because a probability is an expectation. Also, they've already used the word Erwartung earlier in the sentence, so it would be repetition.

: From a statistical point of view, probabilty is not the same as expectation. How would you phrase the whole sentence?
