this above is the exact translation for
"Sollwerteingang auf Masse legen".

You could also say " connect the setpoint input to ground, but it is less correct, because the verbs to ground and to earth are universally used. "erden" is correct in German but "massen" does not exist.

It means that both differential inputs (here apparently A31 and B31) must be shorted together with a zero volt reference voltage (the ground).
