Right, I double checked, not with the author, you never find out who that is ;-) but your hunch was right. It has to do with security services at the stadium. Why wouldn't you call it a general contractor? What would you call it? ;-)

But as Frosty points out; there's a big difference between e.g. a stadium builder and a security service provider (which I would not class as a "contractor")...

Sorry, Francis, that's all I have despite the ominous 'dar�ber hinaus' in the text. The only other thing is that it has to do with safety/security at football stadiums. I think though that Steffen has hit the nail....

Das hört sich nach einem Generalunternehmer/Hauptauftragnehmer an, insbesondere auch wegen der Erwähnung von ihm beauftragter Partnerunternehmen (diese wären dann Subunternehmer = sub[-]contractors).
