In the UK its called the General Medical Council (GMC). Once we are talking of the German equivalent I would translate as "German Medical Council".

Federal Medical Code
I would have thought the most accurate translation is Federal Medical Code. The Medical Council is the equivalent of the Bundesärztekammer.
