I'm not sure of the physical makeup of this legal document.
Do they mean 'nine pages over roughly three sheets of paper'? i.e. two pages typeset on one side of the paper and two pages on the other side?

Yes, it is as you understand. It originates from the time when all Italian legal documents were written on "carta bollata", which was a full foolscap paper sheet (17x13 1/2), folded in half to make four sides (pages) of lined paper (25 lines per side).
The first page carried the stamp duty (originally printed on the paper) or "bollo"
Notaries especially in Italy always finished their deeds by writing how many sides of the paper had been used out of the total (a multiple of 4).

: folio's ok, circa means unfortunately that the 9th's not full--- encounterered this recently with a Notary (8 1/2 is fine for me)
